Policy Brief: Reposisi Pendidikan Kepramukaan sebagai Platform Kebijakan Penguatan Pendidikan Karakter di Satuan Pendidikan Dasar
Abstract
Character education at the primary education level constitutes a strategic foundation for long-term human capital development; however, its implementation remains constrained by policy fragmentation and weak integration of values into students’ daily practices. Character education is often reduced to normative and symbolic programs, while one of the most potent educational instruments—scouting education—has not been optimally positioned within local education policy frameworks. This article aims to develop an academic policy brief that reframes scouting education from a mandatory extracurricular activity into a strategic policy platform for strengthening character education in primary schools. The study adopts a qualitative approach using policy analysis, drawing on regulatory documents, recent scholarly literature, and empirical reflections from local education policy discourse. The findings indicate that scouting education possesses strong philosophical, pedagogical, and institutional advantages to function as an integrated character education ecosystem embedded within school culture. The novelty of this article lies in its policy reframing approach, which positions scouting education as a character architecture grounded in experiential learning, habituation, and moral exemplarity rather than as an auxiliary program. This policy brief recommends regulatory repositioning of scouting education, strengthening character education governance, integrating scouting values into everyday school practices, and developing behavior-based character evaluation systems. These findings offer strategic insights for local governments in formulating sustainable and impactful character education policies.
